Mr. Ballard is an Analyst in MGT’s Cost Services Division specializing in cost of service data accumulation and processing. Since joining MGT in January 2008 he has worked on user fee and cost allocation studies for the California cities of Modesto, Sacramento, and Lincoln. His role in these studies is to assist senior project staff with the collection of appropriate data and processing of that data through MGT’s proprietary computer models.
