Mr. Smith is a former state director of a human service program and has a broad knowledge of state government operations and policy. He has conducted numerous efficiency management studies for state and local government clients since joining MGT. Mr. Smith specializes in business process reengineering and operational review studies for county, city, and state government agencies. Prior to joining MGT, Mr. Smith had his own consulting firm, R.A.S. & Associates, Inc., and was regional manager for a firm that provided electronic benefits payment systems to state agencies. He also has nearly 20 years experience in various managerial and administrative positions with state agencies.
