Mr. Adams has been consulting with local governments for 7 years. During this time, he has conducted cost of services studies for entities of varying size and population. His experience with large cities includes: Santa Barbara, Fresno, Long Beach, Newport Beach and Huntington Beach, as well as smaller cities including Pittsburg and El Centro. In addition to cities, Mr. Adams has completed cost of serivce studies for the counties of Napa and Butte. Mr. Adams is also experienced in creating cost allocation plans for entites such as; the City of Anaheim, City of Emeryville and the Long Beach Energy Department.
