MGT found that the greatest percentage of additional funds was spent on recruting and retaining qualified staff.
In 2005, MGT was retained by the Maryland State Department of Education (MSDE) to evaluate the use of increased state aid to local school systems through Maryland's Bridge to Excellence Act.
The three-year project assesses the extent to which systems' student improvement plans, coupled with $1.3 billion in additional state funding, result in improved performance for students, schools, and systems.
The interim report is available online, as well as MSDE's press release regarding the study. The final report is due to be released at the end of this year.
