With the Commonwealth’s prisons under federal court order for more than 20 years, MGT was called in to do a top-to-bottom review of the system’s inmate management, facilities maintenance, information technology, and all functional areas. The challenges are complex and the solutions ongoing, but MGT’s thorough knowledge of corrections has helped dramatically improve Puerto Rico’s prisons—and move them closer to the end of the federal lawsuit. |

MGT contracted with the department to provide an agency-wide operational analysis with recommendations for retooling specific areas that might not have been operating effectively, efficiently, in compliance with procedures or within the bounds of the law. Areas reviewed included the Inspector General's Office, contracting processes, personnel issues, security and institutions, and community corrections. |

MGT performed a comprehensive assessment of administrative systems, staffing, and resources in the Illinois Department of Corrections' Central Office. MGT analyzed processes and structures supporting the major support and business functions of the state correctional system. The project team also evaluated the level of resources (staffing, technology, etc.) utilized to perform these functions, and assessed the degree to which these resources are organized and managed to effectively maximize performance. MGT recommendations identified initiatives to improve administrative efficiency and reduce cost. |

| District of Columbia Department of Corrections Jail System Performance Assessment |
The District of Columbia’s Department of Corrections (DCDOC) has undergone a major shift in the size and attributes of its incarcerated population. Karl Becker and Ken McGinnis assessed the performance of the Department and developed recommendations to improve its administrative structure, address staffing issues, and to improve the quality of medical services. A model prisoner classification system and a ten-year forecast of the DCDOC’s jail population were developed. Both are being used by the District to determine both the number and types of beds required in thefuture under current criminal justice policies. |
| Deschutes County, OR Operational and Staffing Review |
MGT conducted an operational and staffing review for the county jail and work release center. MGT reviewed current staffing levels of the adult jail and proposing staffing levels for reopening the Work Release Center. MGT determined the number and mix of staff required to maximize their effectiveness in meeting operational requirements. Specific areas reviewed included inmate booking and release, inmate housing, inmate programs, records management, administration, and medical and mental health. |
| New Mexico Performance Review of State Agencies |
Gov. Bill Richardson initiated a statewide performance review, turning to the firm that pioneered the reviews—MGT. After an unprecedented nine-month effort, the governor announced hundreds of millions of dollars in taxpayer savings and a full menu of proposals for improving state government, including the Department of Corrections. MGT recommended ways to ease prison overcrowding and increase public safety, provide nonviolent inmates with meaningful job training options, and reduce high turnover rates among correctional officers and other staff. |

MGT evaluated and made a complete assessment and analysis of the city's entire police oversight process. MGT made recommendations based on the analysis and on best practices that should improve the process. The evaluation included a review of processes, the Independent Review Officer, and the Police Oversight Commission. |

MGT conducted an assessment of the Law and Order Program for the Tribal Council. Specific areas in the assessment included program organizational structure, workload analysis, staff deployment, communication capabilities, written records, and the use of technology. MGT made recommendations to maximize the use of available resources to enhance the efficiency and effectiveness of the program today and help prepare the Law and Order Program for the future. |
| Bonney Lake, WA Performance and Management Review of the Police Department |
MGT conducted a performance and management review of the Bonney Lake Police Department designed to provide information and recommendations for city budget decisions, police department operations, and strategic planning. The study reviewed the department management, organization, budget, policies, staffing, equipment, capacity, and related variables that promoted the efficiency and effectiveness of the police department in meeting budget efficiency, police operation standards, and police response needs. |
| Manatee County (Sarasota), FL Assessment of Drug Court Program |
MGT was retained by the Court Administrator of Manatee County to conduct an independent assessment of the drug court program to determine the effectiveness and efficiency of the policies and procedures currently in use. The on-site work included interviews with all key stakeholders, observation of staffing sessions, and attendance at the drug court session itself. MGT produced a final report that included the assessment of program design and operations and that compared the Manatee County Drug Court against nationally accepted key drug court program elements. |
| Criminal Justice Policy Council of the District of Columbia Halfway House Assessment |
MGT was retained by the Criminal Justice Policy Council of the District of Columbia to determine the reasons for the reported high level of absconders from halfway houses operated in the District on behalf of the Federal Bureau of Prisons. MGT assisted JFA Associates, who was the prime contractor for this project, in completing this assessment. MGT submitted a final report that outlined the factors associated with the high absconder rate, profiled the demographics of those involved, analyzed the incidents of escape and the contributing factors, and recommended actions that if implemented could reduce this rate |
| Dorchester County, SC Management Review |
As part of a review of the entire county, MGT was called in to study the sheriff’s office staffing levels, organizational structure, and other issues. Specific tasks included collecting input from elected and appointed officials, managers, supervisors, and local taxpayers. MGT’s analysis and recommendations helped improve both the law enforcement and detention operations of the county's largest department. MGT staff also reviewed the EMS department, resulting in wide ranging recommendations to improve staff morale, a capital improvement program to ensure adequacy of future funding for ambulances, recommendations on EMS station locations, and county-wide response policies based on widely accepted guidelines. |
| Oklahoma Deparment of Corrections Performance Audit |
MGT was retained by the Legislative Service Bureau of the Oklahoma Legislature to complete a comprehensive perfromance review of the Oklahoma Department of Corrections and its related programs. In the course of this review MGT completed a review of the Department of Correction's operations with a primary focus on the identification of steps that can improve efficiency and reduce costs. In its final report MGT outlined steps that could be initiated in order to plan for the growth of the system's inmate population in a manner that is consistent with the need to maintain public safety. |
| Louisiana Department of Public Safety and Corrections Performance Audit for Project Zero Tolerance

MGT was called in to assess the effectiveness of Project Zero Tolerance, a critical component in helping the state comply with the terms of settlement agreement with the U.S. Justice Department. The Department of Public Safety and Corrections asked MGT to conduct on-site visits, interview offenders, inspect facilities, and provide a wide range of technical assistance. MGT also completed Phase II of a two-year assessment and monitoring of the department's performance in implementing Project Zero Tolerance and complying with the settlement agreement related to conditions of confinement for juvenile offenders within the Office of Youth Development. |

ReevesCounty in West Texas needed a complete management review of its jail operations. MGT analyzed data, did extensive field work, conducted countless interviews, and found opportunities to partner with other public agencies. The sheriff wound up with better security in his detention center, improved staffing, more efficient food services, and the kind of effective operation the commissioner’s court could point to with pride. |
| Charleston County, SC Organization Review of Emergency Services |
MGT conducted an organizational and operational review of the Emergency Medical Services and Emergency Preparedness Departments. The study included an assessment of the organizational structures, staffing levels, productivity and cost-reduction opportunities, patient care issues, station locations, and response times. MGT reviewed special operations teams for EMS, and evaluated the organizational placement of the largest fire department and the volunteer rescue squad. The deployment of EMS staff was altered substantially, resulting in service improvements without additional staff. |

MGT conducted an assessment and evaluation of the City of Austin's police public safety operations. The assessment focused on the economy and efficiency of public safety operations with specific emphasis on the major cost drivers and service delivery improvements; management structure and organization of public safety, and community indicators and trends with respect to public safety outcomes. The assessment also covered the Office of Police Monitor, and three related City of Austin public safety departments, the Austin Airport Police; the Austin Parks Police; and the City Marshals. |
| Organizational Assessment and Division Review of the Marion County, Oregon Sheriff's Office |
MGT conducted a comprehensive organizational assessment of the Marion County Sheriff's Office. The project began with a high-level overview of the Institution and the Law Enforcement divisions with an emphasis on financial drivers, departmental organization, and administration. In addition, the project team reviewed the law enforcement division's calls for service data obtained from the dispatch system and deployment practices. Following the initial organizational assessment, MGT conducted a more in-depth reviews of operations of the department's Parole and Probation Division and the Institution Division, which included the county jail and work center. Along with operational reviews, staffing analysis, benchmarking and best practices analysis, MGT conducted a jail population projection study and an inmate classification study to ensure the county is maximizing the use of its current jail space. |
| Bexar County (San Antonio), Texas Criminal Justice System and Jail Population Study |
MGT conducted a criminal justice system and jail population study for Bexar County. Phase I included an assessment of the county's criminal justice system, preparation of an offender demographic study, and development of a jail population forecast model. Phase II was the development of an implementation plan to improve the efficiency of the county's justice system. MGT also reviewed the county's data collection and sharing capabilities and developed a Request for Proposal for potential jail diversion programs. |
