| Cook County (Chicago), IL Staffing Assessment |
The Cook County Judicial Advisory Council contracted with MGT to perform an assessment of correctional officer staffing requirements at the Cook County Jail. The Jail houses over 10,000 offenders on a daily basis, employs 2,400 officers, and is the largest single-site jail facility in the United States. MGT reviewed current officer deployment patterns as well as facility operating systems and procedures. MGT developed a staffing plan for the Jail that optimizes operational effectiveness and efficiency as well as an improved roster management system. |
| Florida Department of Corrections Agency-wide Operational Analysis |
MGT contracted with the department to provide an agency-wide operational analysis with recommendations for retooling specific areas that might not have been operating effectively, efficiently, in compliance with procedures or within the bounds of the law. Areas reviewed included the Inspector General's Office, contracting processes, personnel issues, security and institutions, and community corrections. |
| Washington DC Department of Corrections Staffing Assessment |
The District of Columbia Department of Corrections brought in MGT to conduct an assessment of the system’s operational staffing needs in its busy central detention facility. MGT reviewed the institution's security staff roster, operating procedures, and physical plant, as well as administrative and operational support systems. The work included interviews with managers, program administrators and frontline employees. The result was a state-of-the-art staffing plan that is helping the Department address its current and future needs. |
| Kentucky Department of Corrections Staffing Analysis |
The Kentucky Department of Corrections (DOC), through a grant from the Training Resource Center of Eastern Kentucky University, retained MGT to conduct a staffing analysis. The analysis targeted three selected institutions within the DOC in order to determine the optimum number of staff required to operate these facilities in a safe and efficient manner. MGT issued a final report on its findings and recommendations and projected the potential for additional savings if its findings were implemented department-wide. |
| Illinois Department of Corrections Administrative Office Efficiency Assessment |
MGT performed a comprehensive assessment of administrative systems, staffing, and resources in the Illinois Department of Corrections' Central Office. MGT analyzed processes and structures supporting the major support and business functions of the state correctional system. The project team also evaluated the level of resources (staffing, technology, etc.) utilized to perform these functions, and assessed the degree to which these resources are organized and managed to effectively maximize performance. MGT recommendations identified initiatives to improve administrative efficiency and reduce cost. |
| Fresno County, CA Detention Bureau Staffing Study |
MGT established the most efficient level of staffing required to operate County Detention Bureau facilities. MGT produced recommendations to contain costs and improve management strategies, ultimately leading to better and more effective expenditure of county funds. The project team assessed current operational policies and practices, evaluated the actual utilization of staffing in county facilities, and analyzed the degree to which staff were organized and deployed in a manner that maintained security and achieved an effective level of operational performance. |
| Deschutes County, OR Operational and Staffing Review |
MGT conducted an aoperational and staffing review for the county jail and work release center. MGT reviewed current staffing levels of the adult jail and proposing staffing levels for reopening the Work Release Center. MGT determined the number and mix of staff required to maximize their effectiveness in meeting operational requirements. Specific areas reviewed included inmate booking and release, inmate housing, inmate programs, records management, administration, and medical and mental health. |
| Cook County (Chicago), IL Juvenile Temporary Detention Center Jail Staffing Review |
The John Howard Association contracted with MGT on behalf of Cook County to conduct a comprehensive assessment of staffing needs and management systems at the Cook County Juvenile Temporary Detention Center (JTDC). The JTDC is the largest juvenile detention facility operating in United States, housing over 500 juvenile offenders. MGT's work was an integral part of the county's plan to bring the JTDC into compliance with a federal lawsuit on living conditions and management at the facility. MGT staff conducted a review of security, program, and administrative staffing requirements at the facility and developed new policies and procedures to improve roster management practices. |
| North Carolina Department of Juvenile Justice Staffing Study |
MGT conducted a workload and staffing study of training schools and detention centers for the North Carolina Department of Juvenile Justice and Delinquency Prevention. The project involved a review of workload for over 1,100 state detention positions. Detention Centers hold detainees for crimes against persons, property crimes, and probation violations. |

MGT was called in to study the office’s staffing levels, organizational structure, and other issues. Specific tasks included collecting input from elected and appointed officials, managers, supervisors, and local taxpayers. MGT’s analysis and recommendations helped improve both the law enforcement and detention operations of the county's largest department. |

MGT identified the optimum number of staff required to operate two Indiana Department of Correction facilities safely and efficiently and to complete on-site training to department staff in the process utilized to determine the optimum staffing level of a correctional facility. With submission of the final report MGT delivered a staffing analysis for the two facilities, in addition to specific recommendations on how the department could improve the processes utilized to determine the optimum staffing complement required to operate its correctional facilities. |

| District of Columbia Department of Corrections Capacity Evaluation of Correctional Treatment Facility |
Corrections Corporation of America (CCA), one of leading providers of private prison facilities in the United States, contracted with MGT to assess the operational capacity of the Correctional Treatment Facility, which is operated under contract for the District of Columbia Department of Corrections (DCDOC). CCA and the DCDOC were in discussions over the possibility of increasing the capacity of the facility. In order to determine the appropriateness of this capacity increase they mutually agreed to contract with MGT to conduct an independent assessment of the facility and its operations to determine if the rated capacity of the facility could be safely increased. MGT conducted a comprehensive assessment of the facility's physical plant, mission, staffing complement, program capacity, and other related operational indicators to determine the appropriate rated capacity. This information was gathered through site visits, review of documents, and interviews with the staff of the facility. |
| Dougherty County, GA Fire/EMS Needs Assessment Study |
MGT conducted a comprehensive review of the county’s current and future needs for fire and emergency medical services. MGT examined staffing levels, capital needs, station locations, communications system, equipment and apparatus replacement needs, and long-term investment requirements. The county used the recommendations to support the Local Option Sales Tax referendum. The analysis indicated that the same level of efficiency could be achieved with a $9 million capital program as with the requested $16 million capital program. |
| Criminal Justice System and Jail Population Study Bexar County, Texas |
MGT conducted a criminal justice system and jail population study for Bexar County. Phase I included an assessment of the county's criminal justice system, preparation of an offender demographic study, and development of a jail population forecast model. Phase II was the development of an implementation plan to improve the efficiency of the county's justice system. MGT also reviewed the county's data collection and sharing capabilities and developed a Request for Proposal for potential jail diversion programs. |

DuPage County, IL Jail Population Projection Study |
DuPage County, Illinois retained MGT to review the operation of the county's justice system and evaluate its programs to reduce jail overcrowding. MGT developed a 10 year projection of the county's jail population and developed simulation models of the impact of alternative jail population diversion programs. MGT also assessed the jail's health care delivery system and identified measures to reduce costs while enhancing service delivery. |

MGT conducted an assessment and evaluation of the City of Austin's police public safety operations. The assessment focused on the economy and efficiency of public safety operations with specific emphasis on the major cost drivers and service delivery improvements; management structure and organization of public safety, and community indicators and trends with respect to public safety outcomes. The assessment also covered the Office of Police Monitor, and three related City of Austin public safety departments, the Austin Airport Police; the Austin Parks Police; and the City Marshals. |

City of Tulsa, OK Police Staffing Study |
MGT conducted an analysis of the police patrol staffing requirements and the police department of the Tulsa Police Department. MGT performed an analysis of patrol officer staffing and deployment requirements, as well as an analysis of the department's non-sworn employee needs. MGT also determined adequate staffing levels to facilitate better criminal investigations that meet minimum solvability factors. |
| Oklahoma Department of Corrections Performance Audit |
MGT was retained by the Legislative Service Bureau of the Oklahoma Legislature to complete a comprehensive perfromance review of the Oklahoma Department of Corrections and its related programs. In the course of this review MGT completed a review of the Department of Correction's operations with a primary focus on the identification of steps that can improve efficiency and reduce costs. In its final report MGT outlined steps that could be initiated in order to plan for the growth of the system's inmate population in a manner that is consistent with the need to maintain public safety. |

Organizational Assessment and Division Review of the Marion County, Oregon Sheriff's Office |
MGT conducted a comprehensive organizational assessment of the Marion County Sheriff's Office. The project began with a high-level overview of the Institution and the Law Enforcement divisions with an emphasis on financial drivers, departmental organization and administration. In addition, the project team reviewed the law enforcement division's calls for service data obtained from the dispatch system and deployment practices. Following the initial organizational assessment, MGT conducted a more in-depth review of the operations of the department's Parole and Probations Division and the Institutions Division. Along with an operations review, staffing analysis, benchmarking, and best practices analysis, MGT conducted a jail population projection study and inmate classification study to ensure the county is maximizing the use of its current jail space. |

MGT conducted an analysis of the department's Central Detention Facility and recommend a maximum operating capacity for the facility. The recommended capacity was determined after an extensive examination of the factors that interrelate to effectively determine a facility's potential to house an optimal number of offenders. The factors reviewed by MGT included the mission of the facility, staffing, physical design and infrastructure, profile and demographic analysis of the population served by the facility, program offerings, and other related security functions. |

Massachusetts Department of Corrections Operations Assessement |
MGT was selected by the Massachusetts Department of Correction to conduct a department wide comprehensive assessment of its operations. The focus of the assessment was on the department's institutional operations, program and re-entry services and the administrative functions. |
