| Puerto Rico Prison and Jail System Performance Review / Demographic Study |
A critical component of this review was the completion of a demographic study and population projection of the pre-trial and jail population of the Administration of Corrections (AOC). The demographic study was of particular importance in order to determine the program and physical plant needs of the AOC. The prison system had been under federal court order for 20 years because of the inadequate condition of facilities, inadequate and ineffective programs, and the lack of sound inmate management practices. The demographic study enabled the MGT project team to identify the characteristics within the confined population that subsequently guided decisions and recommendations for the improvement of the system. |
| North Dakota Department of Corrections and Rehabilitation Needs Assessment |
Under the authority of the Interim Corrections Committee of the North Dakota Legislative Council, Ken McGinnis and Karl Becker conducted a needs assessment of the North Dakota Department of Corrections and Rehabilitation. The study included an analysis and assessment of the departments policies and procedures, physical plant, management structure and practices, effectiveness of programs, population growth and projections and an analysis of the staffing complement. |
| California Department of Corrections Correctional Healthcare Cost Analysis |
MGT developed a comprehensive healthcare cost model for the California Department of Corrections that performed three critical functions: 1) identified key cost drivers; 2) monitored ongoing system spending utilization trends, and 3) projected future system costs. In order to support the development of such a model, the project team conducted an intensive review of existing Cal DOC and external healthcare/expenditure data to assess the complex array of factors that underlay correctional healthcare spending trends. |
| Texas Department of Criminal Justice Program Evaluation |
MGT assisted JFA Associates in conducting a program evaluation of the effectiveness of the implementation of the provisions of the Prison Rape Reduction Act of 2003 within the facilities of the Texas Department of Criminal Justice (TDCJ). This review was authorized by the U.S. Department of Justice, Office of Justice Programs. The evaluation included a review of randomly selected incidents of alleged sexual violence and an identification of the environmental factors within the TDCJ institutions that may have contributed to these incidents. The evaluation also included an examination of the prison management and design factors that influence the incidence of sexual violence within eight facilities of the TDCJ. At the conclusion of the review, an analytical report of the examination and evaluation was completed and submitted to the U.S. Department of Justice and the TDCJ. |
| Louisiana Department of Public Safety and CorrectionsPerformance Audit for Project Zero Tolerance

MGT was called in to assess the effectiveness of Project Zero Tolerance, a critical component in helping the state comply with the terms of settlement agreement with the U.S. Justice Department. The Department of Public Safety and Corrections asked MGT to conduct on-site visits, interview offenders, inspect facilities, and provide a wide range of technical assistance. MGT also completed Phase II of a two-year assessment and monitoring of the department's performance in implementing Project Zero Tolerance and complying with the settlement agreement related to conditions of confinement for juvenile offenders within the Office of Youth Development. |
| Texas Department of Criminal Justice Assessment of Parole Violation Practices |
The Texas Department of Criminal Justice (TDCJ), Parole Division, retained the services of MGT and consultants from the Institute of Crime, Justice, and Corrections at GeorgeWashingtonUniversity, to assess the effectiveness of the Division’s policies and procedures for the supervision and management of offenders under its jurisdiction. This assessment was conducted through interviews with staff at all levels within the Division; analysis of relevant statistical data on the nature, location, and frequency of technical violations; assessment of the existing supervision guidelines; and on-site observation of the practices of staff in implementing and enforcing these standards. The objective of this assessment was to develop and implement revised procedures and practices that result in a reduction of the commitment of technical probation and parole violators to correctional facilities of the TDJC’s Institutional Division. |
| Oklahoma Department of Corrections Performance Audit |
MGT was retained by the Legislative Service Bureau of the Oklahoma Legislature to complete a comprehensive perfromance review of the Oklahoma Department of Corrections and its related programs. In the course of this review MGT completed a review of the Department of Correction's operations with a primary focus on the identification of steps that can improve efficiency and reduce costs. In its final report MGT outlined steps that could be initiated in order to plan for the growth of the system's inmate population in a manner that is consistent with the need to maintain public safety. |
| Marion County, Oregon Organizational Assessment and Division Reviews of the Sheriff's Office |
MGT condcucted a comprehensive organizational review of the Marion County Sheriff's Office. The project began with a high-level overview of the Institution and the Law Enforcement divisions with an emphasis on financial drivers, departmental organization and administration. In addition, the project team reviewed the law enforcement division's calls for service data and its deployment practices. Following the initial assessment, MGT conducted an in-depth review of the operations of the Parole and Probation Division and Institution Division, which included the county jail and work center. Along with an operational review, staffing analysis, benchmarking and best practices analysis, MGT conducted a jail population projection study and an inmate classification study to ensure the county is maximizing the use of its current jail space. |
| DuPage County, Illinois Jail Population Projection Study |
MGT reviewed the operation of the county's justice system and evaluated its programs to reduce jail crowding. MGT developed a 10 year projection of the county's jail population and developed simulation models of the impact of alternative jail population diversion programs. MGT also assessed the jail's health care delivery system and identified measures to reduce costs while enhancing the services provided. |
| Sangamon County, Illinois Jail Study/Population Review |
MGT provided Sangamon County with a comprehensive assessment of the County's jail population and potential strategies to better manage its jail crowding. The project team developed a forecast of future population levels, reviewed jail capacity utilization and assessed alternative programs to manage jail population growth. |
| Bexar County (San Antonio), Texas Criminal Justice System and Jail Population Study |
MGT conducted a criminal justice system and jail population study for Bexar County. Phase I included an assessment of the county's criminal justice system, preperation of an offender demographic study, and development of a jail population forecast model. Phase II was the development of an implementation plan to improve the efficiency of the county's justice system. MGT also reviewed the county's data collection and sharing capabilities and developed a Request for Proposal for a potential jail diversion program. |
