Mr. Turnage is widely recognized and respected for his many years of experience within California’s higher education and K-12 communities. In 2002, Mr. Turnage was appointed by the Governor as Vice Chancellor for Fiscal Policy for the California Community Colleges, where he served for four years prior to joining MGT. In this leadership role he administered the distribution of state funds to the 72 college districts, led the formation of fiscal policy for the system, and served as the primary liaison between the community colleges on the one hand and the Governor, Legislature, and Department of Finance on the other. Previously, Mr. Turnage worked for 18 years for the California Legislative Analyst's Office, the nonpartisan fiscal and policy advisor to the California Legislature. His various assignments included the California State University and the University of California.
